Poverty, high rate of unemployment, sluggish economic growth, low revenue base and resource degradation continue to be major development concerns for countries in sub-Saharan Africa. Addressing these concerns requires appropriate policies based on sound empirical research. In this course, the trainees will learn how to conduct model-based multi-sector policy analysis, how to express findings as policy alternatives, and how to communicate the results in policy papers and verbal presentations.
The objective of the training course is to strengthen the capacity of policy analysts and researchers to conduct quantitative policy analysis using partial and general equilibrium analysis methods. The ultimate aim of the training course is to empower each participant with the capacity to analyse the impacts of suggested policies, to develop new alternatives, and to confidently communicate their findings to the policy decision makers of their countries
Introduction to policy analysis with SAM-based CGE models
Introduction to the GAMS language with simple application (supply-demand model);
Household theory (including derivation of Cobb-Douglas demand functions)
Interpreting SAM cells; calibrating CD demand system from SAM in GAMS
A simple open-economy CGE model
SAM construction and estimation
Trade – and agriculture-focused CGE modeling
Savings/investment, sectoral wage differentiation for factors
Government, flexible treatment of factor markets

The study method is a combination of class lectures, group exercises and presentations, discussion sessions, case studies, and hands-on computer exercises. A typical day starts with lectures/presentation of models followed by practical computer-based applications that enable participants to immediately apply and absorb the subject matter.
This program is open to researchers and professionals who are in a position to apply the skills in policy modelling using partial and general equilibrium models, in data base development and documentation, and in the use of GAMS. The typical trainee background is a Bachelor’s or Master’s degree in Economics or related fields.
